Während des Kalten Krieges entwickelten die USA
mit Großbritannien, Kanada, Australien und Neuseeland
das hochtechnologische Überwachungssystem F415
AKA ECHELON. Damals richtete es sich in erster Linie
gegen die UdSSR und andere sozialistische Staaten. Heute
wird behauptet, dass ECHELON dazu diene, den Terrorismus,
den illegalen Waffenhandel und andere Verbrechen zu
bekämpfen. Aber in den letzten Jahren wurde offenkundig,
dass ECHELON auch auf die private, diplomatische, wirtschaftliche
und militärische Kommunikation ausgerichtet ist.
Eine Abhörstation befindet sich sogar im oberbayerischen
Bad Aibling: Es ist eine der RSOC Zentren [Regional
SIGINT Operation Center] des ECHELON Systems, zu denen
auch die RSOC Menwith Hill in England zählt. Die
Hauptmissionen dort bestehen wohl im Abfangen von HF-Radio-und
Satellitenkommunikation mittlerer und längerer
Reichweite.
Ein umfangreicher Bericht des ECHELON Ausschusses des
Europaparlaments kam zu dem Ergebnis, dass elektronische
Überwachungsmaßnahmen von US Geheimdiensten
gegen die Europäische Menschenrechtskonvention
verstoßen, auch wenn sie, wie behauptet wird,
zu Strafverfolgungszwecken eingesetzt werden.
Dieser erschreckende und zugleich faszinierende Dokumentarfilm
gleicht einem Thriller. Journalisten und ehemalige Mitarbeiter
des National Security Agency (NSA) kommen zu Wort und
enthüllen Erschreckendes: ECHELON soll täglich
bis zu drei Milliarden Kommunikationsverbindungen abhören
und dabei Telefon und Faxverbindungen, E-Mail-Verkehr,
Internet-Chats, Newsgroups und ähnliches erfassen.
"In ECHELON liegt ein riesiges Potential zu Verletzungen
der Privatsphäre und zum Missbrauch der Demokratie.
Weil es so machtvoll ist und seine Operationen so verborgen
bleiben, erlegt es Geheimdiensten keine wirklichen Einschränkungen
auf, so dass sie es gegen jegliches Ziel einsetzen können,
das die Regierung wählt. Der übertriebene
Geheimhaltungsapparat, der während des Kalten Krieges
aufgebaut wurde, beseitigt schon die bloße Androhung
einer Rechenschaftspflicht."

During the Cold War, the US cooperated with Great Britain,
Canada, Australia and New Zealand to develop the hi-tech
surveillance system F415 AKA ECHELON. At that time,
it was mainly directed against the USSR and other Communist
states but today it is claimed that ECHELON serves to
combat terrorism, the illegal arms trade and other crime.
But in recent years it has become manifest that ECHELON
also targets private, diplomatic, economic and military
communication.
There is even a monitoring station in Bad Aibling, Bavaria
which, with RSOC Menwith Hill in England, is an ECHELON
RSOC (Regional SIGINT Operation Centre). Their main
missions seem to be to intercept long and medium range
high frequency radio and satellite communication.
A comprehensive report by the European Parliament’s
Temporary Committee on the ECHELON Interception System
found that the electronic surveillance methods of the
US secret services constituted an abuse of the European
Convention on Human Rights, even if they are deployed
for purposes in the interest of law enforcement, as
is claimed.
This alarming and fascinating documentary resembles
a thriller. Journalists and former employees of the
National Security Agency (NSA)speak out and make shocking
revelations - ECHELON apparently intercepts up to three
million communications per day, including telephone
conversations, faxes, emails, Internet chats, newsgroups
and the like.
